I don't think the difference between a good picture and a snapshot is explicit planning. That can help make a good picture, but I also find that over-planned pictures can also have an artificial or unnatural look.
Being able to see an image when the light, the subject, the framing are good, and then being able to make the picture is a skill separate to planning. Being able to move to the right place for those things to be more likely to be good is also a skill.
Street photography, for example, is trying to make good pictures out of unplanned moments, not just snapshots.
